Personally I preferred that the Residential district to be finished first, as that is not only the are where the people will be living at, but that is also the area where the schools, hospitals, libraries and all the living standards amenities will be placed at, and thus this will create a new sense of environment for the locals, and thus boost their support on Aeternum governance as they will see the stark changes happened before them and for them. I want the people here to see that hope first and foremost for them, but since Holgun completed the Commercial sector and the Administration sector first, there is nothing much that I can do about it, as I did not set a set of instructions before hands.
