Meanwhile, District 3’s tech focus gives them gadgets but not necessarily better lives—they’re still pawns. The districts aren’t just backdrops; they’re a commentary on exploitation. The closer you get to the Capitol, the more the districts resemble its excesses (like District 1’s vanity industries), while the outer ones are sacrificial lambs. It’s world-building with a bite.
