The cloud philosophy is totally different. Kindle treats your library as a single, massive cloud list; deleting a book from a device doesn't remove it from your account, it just un-downloads it. Apple Books handles iCloud storage more like a sync of your actual device library—remove it from all devices and it can disappear from your iCloud Books list too, unless you explicitly choose to keep a copy.
