I read a few chapters on GoodNovel. Their offline system is okay. You have to manually download each chapter, which is tedious for a long novel, but it works. I switched to Webnovel later because I heard the translation was better there. So my experience says both GoodNovel and Webnovel have it, but the quality of the app and translation might differ.

I see a lot of people overcomplicating this. Step one: Google 'King of Wrath read online.' Step two: The first legit-looking result is probably Webnovel. Step three: They will aggressively prompt you to download their app. Step four: The app has offline reading. It's a straightforward, if corporate, process. Just be ready for a lot of microtransactions if you want to binge.

Is this the one with the cover with a guy in a suit and a rose? If yes, I'm 90% sure I saw it featured on the NovelCat app last month. They have a 'Read Offline' button right on the book page once you've added it to your library. The catch, as always, is that you need to have unlocked the chapters first, which requires coins or waiting for daily free unlocks.

After scanning the replies, the collective wisdom points to Webnovel. I'd start there. If it's not on Webnovel, the next most likely candidates are Dreame and GoodNovel, in that order. All three have nearly identical offline reading implementations. So you're not really choosing based on feature set, but on which one actually hosts the book.
