Levi has been working nonstop to gather more men. He wanted to match Gonzalo when it comes to manpower and firepower. He was able to find a gun supplier in Mexico. This man agreed to sell him crates of guns at a considerably low price.
Levi didn't ask why the man sold him the guns for almost half their price. He didn't even suspect anything. All Levi cares about was getting as many guns as he can, as fast as he can. Levi was hellbent on proving to Gonzalo that he is not the most powerful man in New York. He wants to put him in his place.
