Honestly, most dedicated fiction apps now are chapter-based. It's practically the standard model for online originals. The real difference is in the payment and access. Some, like Amazon's Kindle Vella, lock chapters behind a token system after the first few free ones. Others, like Radish, operate on a 'wait or pay' model for fast passes. It feels very much like a mobile game, which I'm not a huge fan of, but it clearly works for a lot of readers.
