Wait, does the Viz digital version include the same chapter count? I think it does. So yes, ch. 16-23. The digital volume sometimes goes on sale for pretty cheap, which is a good way to own this chunk legally.
The paneling in these chapters is very traditional by today's standards, but it's incredibly clear and easy to follow. The action during the apprehension test is never confusing, even with so many different Quirks being used at once. That clarity is a skill.

I always think of Volume 4 as the 'setup' volume. It covers chapters 25-32. You get the proper introduction of the mysterious 'Number 6,' and the whole subplot with the street racing and the Trigger drug starts to simmer. It's less standalone and more about building the pieces for the next big arc.
