The clerk in the evil empire who falsifies documents to slow down genocidal orders, or the supply officer who 'loses' shipments of weapons to the rebellion. They're not fighters or leaders. Their heroism is quiet, bureaucratic, and incredibly dangerous. It's a different kind of gray—the gray of the office, not the battlefield.
A practical method is to invert a classic hero's journey. Instead of a farm boy discovering he's the chosen one to defeat the dark lord, what if he's chosen to become the next dark lord to maintain cosmic balance? His 'heroic' quest involves committing increasingly terrible acts to prevent something worse, all while the people who sent him on this path wash their hands of the consequences. His grayness comes from believing the end justifies the means, even as the means corrupt him. You get to play with the audience's expectation—we're trained to root for the chosen one, but what if his destiny is monstrous?
Make their virtue their vice. A relentless commitment to justice can become vengeful cruelty. A deep love for one's people can manifest as xenophobic tyranny. A vow of protection might lead to controlling oppression. Take a classic heroic trait and follow it to its darkest, most logical extreme. The gray hero is often the dark reflection of a pure archetype.
