15 to 21. I love how this arc rewards careful rereading. Little moments of strategy or character reaction in the early volumes pay off later in the exam. It's tightly plotted.

Just checked my Shonen Jump app. The Provisional License Exam arc runs from Chapter 124 to Chapter 183. If you're mapping that to tankobon volumes, that translates to the entirety of Volumes 15, 16, 17, 18, 19, 20, and about the first half of Volume 21.
So if you buy up to Volume 21, you'll have the complete arc plus the start of the next one.

Yeah, 15 through 21 is the call. What's interesting is how the tone shifts within those volumes. The beginning is all tension and preparation, then it explodes into this massive, chaotic free-for-all battle.
By the end, it's more introspective, dealing with the consequences of who passed and who didn't. Deku's development with Shoot Style gets serious focus here too.
