It rearranges its shelves based on the reader's intent and hides its most dangerous tomes. The plot literally can't move forward unless the characters learn to 'read' the library's moods. Elena's relationship with the building is more developed than her flirty thing with Kaelen, honestly. If you took The Athenaeum out, you'd just have a bunch of people waving hands in a void. The book's magic system is baked into that place's architecture.
