I’m gonna go a little against the grain here and say a lot of the popular recs in this hybrid space disappoint me. The romance often undercuts the suspense—like, why are you making out when there’s a killer on the loose? That said, I found Karen Rose’s earlier novels, like 'You Belong to Me', actually balance it. The crimes are genuinely grim, the investigation feels paced like a thriller, and the romantic development happens alongside it, not instead of it. The steam is there but it doesn’t feel shoehorned.
For a historical angle, 'Silent in the Grave' by Deanna Raybourn is a staple for a reason. The verbal sparring between Lady Julia and Nicholas Brisbane is top-tier, and the mystery surrounding her husband’s death is suitably complex. The tension is more UST than explicit, but it’s incredibly effective.

Honestly, finding that sweet spot between a genuinely twisty whodunit and a believable, heat-filled romance is tougher than people think. So many either fizzle on the mystery or the connection feels totally rushed.
I keep going back to 'The Sinner' by Tess Gerritsen. It's part of the Rizzoli & Isles series but this one has a Jane Rizzoli subplot that's a fantastic slow-burn with a homicide detective. The crime plot is properly disturbing and procedural, and the romantic tension builds over several books, so it earns its payoff. For something more contemporary and closed-circle, 'One by One' by Ruth Ware has that simmering will-they-won't-they amidst a deadly situation, though it's less explicit. If you want the spice dial turned up alongside a solid mystery, Simone St. James's 'The Sun Down Motel' vibes but with more romantic focus, try 'The Book of Cold Cases'—the romance is a subplot, but the atmosphere is so thick you can taste it.
My pet peeve is when the protagonist stops being a credible investigator because they're suddenly obsessed with a suspect. It breaks the thriller part for me.
