My perspective is from a bookseller. We shelve them in series order, not strict publication date, because that's how most readers want to find them. So you'll find all the St. Mary's novels together, then the Time Police together, etc. This is often the most intuitive way to read them, even if it slightly scrambles the intermixing of series that publication order provides.
