The main clearing was chaos incarnate. Mira arrived with Aurora just as two groups of refugees nearly came to blows over a prime camping spot near the fresh water source. Lucian was already there, physically standing between a displaced Alpha and a Luna family matriarch, both red-faced and shouting.

"Enough!" Mira's voice cut through the argument without any magical enhancement, just pure maternal authority honed by weeks of managing a colicky baby. Both groups fell silent.

Aurora, perhaps sensing the tension, let out a piercing wail that made every adult in the immediate vicinity wince. The sound had an unexpected effect—children throughout the massive encampment began moving toward them, drawn by some instinct Mira was only beginning to understand.

Within an hour, they'd erected a speaking platform using salvaged lumber and sheer necessity. "We need immediate solutions," Lucian said, scanning the crowd. "Food distribution, sanitation, sleeping arrangements. And we need to establish authority before someone gets hurt."

Mira bounced Aurora gently, the baby finally settling as she surveyed their transformed territory. "The displaced pack leaders—where are they?"

"Setting up their own camps," Elder Sage reported, arriving with hastily scrawled notes. "Three Alphas are trying to maintain authority over their people while living on our land. It's creating parallel power structures."

"That ends now," Mira decided. "Send word to all three—they have one hour to present themselves here for integration discussions. Anyone who doesn't show forfeits their people's right to stay."

"That's harsh," Lyra observed, though she looked relieved. "But probably necessary."

The next few hours tested every leadership skill they'd developed. Mira found herself mediating disputes over everything from cooking fire placement to children's sleeping arrangements, while Aurora served as an unexpected peacekeeping tool—her presence seemed to calm even the most agitated refugees.

By afternoon, two of the three displaced Alphas had agreed to temporary subordination in exchange for their people's safety. The third, a stubborn wolf named Henrik, continued to insist on maintaining his own territory within their borders.

"This is my final offer," Mira told him, Aurora drowsing in her arms after a long day. "Your people can stay under our protection and authority, or you can all leave together. But I won't have competing leadership structures tearing apart what we've built."

Henrik's face darkened. "You'd really exile children because their Alpha won't bow to your magical authority?"

"I'd exile an Alpha who puts his pride above his people's safety," Mira replied calmly. "The children are welcome to stay with foster families if their parents choose to follow you."

The threat of family separation proved decisive. By evening, Henrik had reluctantly agreed to the terms, though his resentment was obvious.

"We've tripled our population in twenty-four hours," Lucian said as they finally returned to their quarters. Aurora was fussing from overstimulation, and both parents were exhausted.

"And somehow survived it," Mira added, settling into their bed with relief. "Though I have a feeling this is just the beginning."

Aurora finally quieted, her silver glow steady and calm for the first time all day. Through their window, they could see the vast encampment that now surrounded their original settlement—hundreds of cooking fires creating a constellation of hope in the darkness.

"Tomorrow we start the real work," Mira said, pressing a kiss to Aurora's forehead. "Turning refugees into citizens."
