SERA “Marcus Hale is in the building.” Kofi said it at nine fourteen outside courtroom three, his voice carrying the particular edge of someone calibrating whether a development changes anything. It changed things. Hale had not attended any previous hearing. He had operated through counsel throughout, maintaining distance the way people maintained distance when the proceedings were getting close to something they did not want proximity to. His presence on the morning the court was receiving Nwosu’s combined filing, the response to the Accra institute challenge and the third application transmission doctrine brief simultaneously, was not coincidence. He had come to assess the threat. The same reason Pemberton had come to courtroom three eleven months ago. “Which room,” Sera said. “Public gallery. He arrived eight minutes ago with two people I cannot identify. Not from Dr. Mensah’s chambers. One of them is carrying a document case that has not been put down since they came throu

“Say it again.” Vivienne said it into the phone standing in the corridor outside the teaching room at eleven forty-three, having stepped out mid-session the moment she saw Sera’s name on the screen, her voice carrying the flatness of someone who has heard something their mind is refusing to process and needs the words one more time to confirm that the refusal is wrong. “He is alive,” Sera said. “He is in Accra. Four streets from the institute. He sent me a photograph this morning with today’s newspaper. Vivienne. He is alive.” Vivienne did not speak. The corridor held its morning quality. The sound of the teaching room behind her. Twenty-seven students building case files. The stone from the coast on the desk at the front. Her father’s face in the photograph on the wall, younger, turned toward Helena Calloway outside a conference building. Her father. Alive. Four streets away. She had built the institute in his name. She had told twenty-seven students he had gone into the sign

SERA “Read page seven.” Vivienne said it over the phone at six forty-three in the evening from Accra, her voice carrying something Sera had not heard from her before. Not the contained professional precision. Something quieter. The voice of someone who has been inside a significant thing all day and arrived at the end of it. Sera had received the fourth application methodology document by secure transfer at four in the afternoon. She had been reading it since arriving home at six, sitting at the kitchen table with Helena doing homework beside her and Elliot in the sitting room giving her the space the document required. She turned to page seven and read it. Page seven described the specific mechanism for targeting educational capacity infrastructure within community accountability programs. Not the legal filings. Not the institutional challenges. The educational capacity itself. How to identify individuals within communities who were developing the capacity to carry accountabilit

SERA“Harmon died this morning.”Benson said it over the phone at eight forty-four on a Friday in December, his voice quiet and direct in the way of someone delivering information that had been expected and still carried full weight.Sera put her coffee down.“Peaceful,” Benson said. “He went in his sleep. He had been asking about the ruling since Thursday morning when the news came through. The nurse read him Justice Okafor’s personal statement from the bench. He listened to the whole thing and was quiet for a long time. Then he said: good.” A pause. “That was the last thing.”Sera looked at the December garden through the kitchen window. At the peony bed bare and waiting.Harmon had written three words in a margin in 1986 because he could not leave a room having done nothing honest. He had carried those three words for thirty-seven years. He had come forward before the Ashdown trial, given his full statement, named what he knew, and held back one thing until the argument was precise

SERA “I knew what the instructions were designed to do.” Dr. Adaora Mensah said it at the institute table on a Wednesday morning in January, sitting across from Sera with the composed directness of someone who had spent three weeks deciding how to say a true thing and had arrived at the simplest version of it. Sera looked at her. Dr. Mensah was fifty-one. Senior pharmaceutical accountability counsel. Twenty-three years of practice. She had defended Hale with the methodical precision of a practitioner who understood her client’s case and had argued it as well as it could be argued. She had lost in December because the case could not be argued well enough. She had come to the institute on a Wednesday morning in January because she understood what the case had been. “Tell me,” Sera said. “I received the instructions to file the institute challenge in November,” Dr. Mensah said. “Hale’s team framed it as a standard institutional standing challenge with a sound legal basis. I review
