Just finished a re-read of that arc, so this is fresh. Volume 14 is indeed the Hideout Raid, and it's where the series' art really found its signature 'epic' style. The double-page spreads are more frequent and ambitious. You can see Horikoshi's confidence exploding along with the characters' powers. It's a volume that rewards slow reading, just to take in all the detail packed into every panel.
Sometimes I think fans create confusion where there isn't any. The manga has a clear, linear plot. Read the books in the order they were published. Volume 8 was published after Volume 7 and before Volume 9. There's your reading order.
