Neva comes home from the record office at the hour when the city has gone so deep into its nighttime register that even the amber of the street lamps seems to be resting. She knocks on the door of the house. Not the garden gate — the front door. She has a key. She uses it sometimes, on evenings that belong to the formation rather than to herself. Tonight she knocks, which means she is not sure she is allowed to just walk in, which means something has shifted in the quality of what she is carrying.I open the door. She stands in the frame with her leather notebook under one arm and her coat on and her expression — precise, composed, the Neva Strand face that gives very little away unless you have been reading it long enough to know what the giving-away looks like — doing the specific thing it does when she has thought something through completely and arrived at a position."Come in," I say.She comes in.Rael is at the drafting table in the study — the room that faces the old quarter,

The western council fractures exactly as Veth predicted. She sends a message through the formal channel — not a letter, not legal documentation. A message, direct and clear:*Seven members voted to approve access to the Lorne development site for the purpose of archaeological and geological remediation. Five members abstained. Three members opposed. Access has been granted. The western Alpha is not pleased. I believe she will come around. I have sent her Neva's summary document. She is, it turns out, someone who reads things.*I read this at the kitchen table with tea in hand and the river audible through the wall and the specific warmth of a morning in the house that has settled into itself.Rael reads it over my shoulder. He says: "How long before we can go to Lorne?"I text Neva: *The western council voted. Access granted.*Her reply arrives before I have set the phone down: *I know. Veth copied me. I have already begun the excavation notation.*I show Rael.He almost smiles."Of c

Her name is Calla Drest. She answers the studio door on the morning we find it — a wide, west-facing door, the kind of door that belongs on a working studio rather than a dwelling, the kind that opens to receive large things rather than simply to let people through. She is perhaps forty-five, with clay on her hands and a specific quality of stillness that I recognise immediately the way I recognise all keepers now: the specific deep-rootedness of someone who has been in one place long enough that leaving has stopped being a concept they seriously entertain. She looks at the formation. She looks at me.Something in her face goes carefully still — not the composure of a Neva, not the managed calm of someone trained to present particular surfaces. The specific stillness of a person who has felt something in the frequency of the city this morning that they cannot account for and who is not certain what to do with the fact that it is apparently connected to the people standing at their stu

It arrives at the record office. Not a person. Not a message through the formal channel. A frequency.Neva feels it first — she is always in the record office at the hour when these things arrive, the same way the woman with river-water eyes is always at the corner of the lane. She is working the eastern territory notation when the frequency presents itself at the record office's western wall and she looks up from the notation and puts her hand on the stone and receives it.She texts me: *There is a city reaching out. Not a person. The city itself. I do not have words for this yet. Come to the record office.*I am in the garden with my hands on the warm stone when the text arrives. I feel the frequency too — not at the record office, but at the seventh anchor point, the living centre. The city of Lorne when it was first reached had the quality of something that had forgotten what reaching was. This is different. This has intention. This knows what it is doing. This city has found the

The mill restoration is complete on a morning when the city is doing its most ordinary work.No ceremony. Rael does not do ceremonies — his projects end the way they begin, with the crew confirming that the work is correct and the building receiving the confirmation and Rael walking through it one final time to feel whether everything is in its right place. It is.It always is when he has built it.He texts me from the mill: *Done.*I am at the corner table in Groundwork when the text arrives. My coffee is the right temperature because Petra made it, and the city is audible through the window in its morning register, and Ozzie is across the table from me with the sketchpad and a piece of bread, drawing something I cannot see the full shape of.I text back: *Come for dinner.*His reply: *Already planning it.*I set the phone down.I look at the window. At the city that knows my name.At Groundwork, which has not changed since the morning a stranger sat at my corner table and offered th
