The plot develops through a bunch of political maneuvering and alliances that keep shifting. I felt like the middle section dragged a bit with all the council meetings and treaty talks, honestly. But then the old rival from the first book shows up again, and it turns out they weren't completely defeated, which throws everything into chaos. That's when the pacing really picks up again.
Some people didn't like that shift from action to politics, but I thought it made sense for the story. You can't just have non-stop arena fights forever. The development is essentially the protagonist realizing that being a leader is a different, and sometimes more isolating, kind of battle.
