Honestly, half the fun is just picking one up at a charity shop and diving in. They're all pretty much the same formula: a tough woman in a rough part of London facing some monumental social hardship. The chronology is the least important part.
You'll get the same heart-wrenching drama whether you read 'A Mother's Secret' from 2012 or 'A Father's Shame' from 2008. If you really need order, go by publication year. The library catalog usually sorts them that way.

LOL, good luck. I collect these kinds of novels, and Kitty Neale's bibliography is all over the place. Different publishers, re-issues with new covers, titles that sound identical to other authors' works... It's a minefield.
