Wikipedia has a decent chronological bibliography by publication year. That's the closest you'll get to an 'order of all books'. It interleaves the series books with standalones. But again, that's for completists. Most readers are better off with series order and then picking standalones at whim.

Is there a cameo from Zack Walker in the later books? I don't think so. They seem like completely separate universes. One is almost a parody of suburban anxiety, the other is the real, brutal thing. Mixing them would be tonally weird. So no need to read one series to understand the other.

The covers for the Promise Falls trilogy are clearly designed as a set, which helps. Same style, numbered spines on some editions. The Zack Walker books have a more cartoonish, quirky cover style. A visual cue to keep them separate.

I think the confusion comes from websites listing 'Promise Falls' as a series with 6+ books. They're lumping the core trilogy with the tangential books set in the same town. For narrative continuity, only the trilogy has a continuous plot. The others are separate stories that happen to be located there. So for true plot chronology, stick to the trilogy order. Read the others as bonus world-building if you love the town.

I tried to find a reading order online and got conflicting info because Barclay has other books set in Promise Falls but not part of this core mystery. 'Never Saw It Coming' and 'Clouded Vision' are standalone thrillers in the same town, apparently.
For the series series, though, it's the three-book arc plus the novella. The standalones are optional extras for the location, not the plot.
For a different take, consider the audiobersions. Some narrators, like George Newbern, perform several. Listening to them out of order, you get the consistency of a familiar voice telling you a new, terrifying story each time. It reinforces the feeling that they’re campfire tales from the same master storyteller, not chapters in a saga.
The audio experience highlights their independence. Each book is its own performance, its own enclosed world. You can listen to #15, then #3, then #9, and it feels perfectly natural. The through-line is the author’s voice and the narrator’s skill, not an ongoing plot.
