It's the institutional failure that lets the monstrous individual flourish. The quote that nails it is Dumbledore's weary, 'I am not worried, Harry. I am with you.' It's a lie, and he knows it's a lie. The rise is shown in the exhaustion of the good, in the moment the greatest protector has to offer comfort instead of actual security. The memories show Voldemort was always a hollow man, seeking to fill himself with trophies of death. The rise is just that hollow-ness finally consuming the world outside him, too. It's a book where the lights are literally going out, and the quotes chart that dimming.
