I'm just sitting here thinking about all the little details in the prequel that would be meaningless without the trilogy. The mention of mockingjays, the development of the arenas, the concept of mentors, the reference to District 12—all of these are deep-cut references that land because you know where they lead. Reading the prequel first turns these poignant echoes into confusing proper nouns. The reading experience is objectively poorer without the foreknowledge the book assumes you have.

The simplest answer is just read them in the order they were published. That's 'The Hunger Games', 'Catching Fire', 'Mockingjay', and then the later-released prequel 'The Ballad of Songbirds and Snakes'. Anyone telling you to start with the prequel is setting you up for a confusing and less impactful time. The original trilogy is a complete, tight narrative arc for Katniss Everdeen. The prequel is a supplemental deep dive that enriches the world but isn't necessary to understand the main story.
Stick with publication order. It's the standard for a reason—it's how the author intended the story to unfold for her audience.

'The Hunger Games' to set the stage, 'Catching Fire' to raise the stakes to unbelievable heights, and 'Mockingjay' to see the devastating cost of revolution. The prequel? It's like a long, dark epilogue that happens to be set in the past. It explores the 'why' behind the cruelty. Read it last, when you're ready to ask those heavier questions.
