The 'of all time' part is the killer. We're judging works from 500 years ago against works from 5 years ago. The criteria need a temporal handicap. An ancient work's innovation was monumental then, but might seem basic now. So perhaps weight 'innovation relative to its time' heavily for older works, and 'demonstrated lasting power' more for newer ones. It's not fair to judge Homer by modern pacing standards.
