Though he put her through some vicious experiments, it occurred to me that in a way he was fulfilling part of the role of a father.

But the one who really filled in that part for her was Jim Hopper. In the end he becomes her foster father, and treats Eleven (Jane is her real name) as if she were his own blood and flesh child. He takes care of her, educates her, scolds her, instructs her, and just plain loves her dearly. He's the dad you choose yourself, not the one who is presented to you with your birthright.
