A good author has to build constraints from page one—maybe certain spells leave a trace, or using powerful magic near a crime scene has catastrophic side effects. That way, the magical world's own logic provides the limitations. Otherwise, you're just reading a story where the detective could have ended it in chapter two with a simple truth spell, and that's no fun for anyone.
