Project Gutenberg has a lot of classic romance novels that are obviously complete, like Georgette Heyer's regencies. For modern stuff, many authors put the first book of a completed series perma-free on major retailers to hook you. I just search "perma-free romance series" on a book deal site like BookBub. Sort of depends on what you mean by free? If library access counts, then the Overdrive/Libby app connected to your local library is your absolute best friend for completed romance series. Librarians curate whole collections, and you can filter by genre and see what's available now. I binged all of Chloe Liese's Bergman Brothers books that way—all finished, all available as ebooks and audiobooks.
Otherwise, Kindle Unlimited has a ton of completed indie romance series, and they do free trials constantly.
