Their relationship is all implication, subtext, and the space between words. It's not spelled out, so we project our own interpretations onto that empty space. Some see rivalry, some see a cold partnership, some see repressed romance. The ambiguity is intentional and powerful.

My two cents? The author leaves it vague enough to fuel discussion but provides enough textual evidence (especially from her internal monologue) to strongly suggest the non-romantic reading. When I read the "high school metropolitan classroom" suspense series, "Classroom of the elite," it is because there is no upfront love from Horikita that one Haian Okushiji's sittings with her have anything at all to do with affection. Horikita's interests seems mainly on the academic level while Touge runs pretty well direction (if you know what I mean).
