This is the most Reacher-esque problem possible. A simple, logical system (numerical order) gets messed up by some bureaucrat in an office making a practical decision. Reacher would probably just walk away from the whole mess and buy a coffee instead. We, however, must solve it. And the solution is to disregard the number printed and follow the chronological list of titles as they were first published in the United States. Any other approach is just creating unnecessary work.
