My daughter devoured these. She says the 'real rebellion' starts in Book 3, 'Witch & Wizard: The Fire'. She described it as the point where they stop running and start building a base, making plans, and actually winning some small victories instead of just escaping capture over and over.

That's 'Witch & Wizard: The Fire'. The title refers to a central magical concept and a location within the story. Without spoiling, it's a place of both danger and potential salvation for the characters. The stakes are arguably the highest here.
The progression mirrors a lot of teen dystopian series of that era: a strong, simple first book that hooks you, followed by sequels that have to raise the stakes into increasingly absurd territory. The timeline goes from plausibly grim to magically apocalyptic. Whether that's a pro or a con depends on your appetite for scale. If you loved the grounded terror of the first book, the later timeline might feel unmoored. If you love expansive magic systems, it's a fun escalation.
