Does Kuku FM Allow Offline Listening For Audiobook Titles?
Some of the audiobook titles I've downloaded on the Kuku FM app seem unavailable without Wi-Fi. Can you actually store books for offline playback?

It's enabled, but manage your expectations about library size. The app might limit how many total hours or titles you can have downloaded at once. I hit a vague 'storage limit' message once after having about 30 full-length audiobooks saved. Deleting a few old ones freed up the slot.
So there's likely a soft cap, not officially stated, to prevent people from archiving their entire catalog offline. For normal listening, you'll probably never hit it.

It's a bit of a mixed bag. The feature exists and is prominent, but licensing is a minefield for these platforms. I wanted to listen to a popular English translation of a Japanese novel offline, and it was streaming-only. Meanwhile, all their in-house produced content and a ton of regional language stuff is freely downloadable.
So the answer is 'yes, but.' Don't assume 100% coverage. Check the title first. It's less of a technical limitation and more of a rights-holder limitation.
