Instead of bashing your head against that wall, you can just buy levels from the Namekian named Tosok. He's in the Conton City hub, near the PQ desk. You need Zeni and TP Medals. It's expensive, but if you've been playing a while, you might have a stockpile. Farming TP Medals from Expert Missions or the higher-level PQs is a great alternative to direct XP grinding at that stage. Trade in your medals for five levels at a time.
