What really throws things off is reading speed and engagement. I can blast through a straightforward genre piece in ten minutes, but something like Ted Chiang's 'Story of Your Life' demands a slower pace. You're unpacking concepts, re-reading paragraphs. That easily doubles or triples the time.
For a rough ballpark, I'd say most traditional literary magazine shorts, in that 2,000 to 5,000-word sweet spot, take me between 15 and 25 minutes. It's a perfect slot for a commute or right before bed. The nice thing is you get a complete narrative arc without the multi-night commitment of a novel.

The consensus lands around 20-30 minutes for a typical piece, but that's with everyone reading at their own natural pace. One member who's a speed-reader finishes in ten and then has to wait for the rest of us.
I think people underestimate how dense some shorts can be. A page of Hemingway takes less time to physically read than a page of, say, China Miéville, but you might spend more time thinking about the former. So the 'reading' time includes the mental digestion, not just eye movement.
If I see a story is 15 pages or less in a collection, I know I can tackle it in one sitting without checking the clock. That's the real metric for me.
