I find the ones with a strong mystery or investigative element balance it best.

Maybe the heroine is a reporter or cop initially investigating him. The crime plot is the mystery she's trying to solve, and the romance is the complicating factor. Every clue she uncovers brings her closer to the truth of his world and closer to him personally. The two drives—professional curiosity and personal attraction—are in direct conflict, creating natural, delicious tension. The balance is built into the premise. As the mystery unravels, so does their relationship, for better or worse. It provides a clear structure that forces the plots to intertwine at every step.

I genuinely think some readers just skim the crime chapters to get to the romantic tension and spicy scenes.

Let's be real, the intricate details of money laundering or territory disputes aren't why people pick up these books. The crime is there to provide justification for the intense, high-stakes environment that makes forbidden love so thrilling. As long as the author provides a minimally coherent criminal conflict that creates believable obstacles and brings the couple together in tense situations, most of the audience is satisfied. The 'balance' is often 70% romance/character drama, 30% crime action.

Ultimately, the most memorable 'mafia enemies to lovers' stories are the ones where you can't imagine the romance existing without that specific criminal context.

The love story is shaped by the violence, the secrecy, the paranoia, the loyalty tests. It's a love that speaks in codes, thrives in shadows, and measures its life expectancy in weeks. If you can transplant the central couple into a coffee shop AU and have basically the same relationship, then the crime plot was just set dressing. But if their bond is fundamentally built on understandings forged in life-or-death situations, and their love language is acts of protection and brutal honesty, then the two elements are perfectly, inseparably fused. That's the goal.

A practical tip for finding well-balanced ones: look for where the blurb spends its words. If it's all 'he's the most ruthless don and she's the one thing he can't have,' with zero mention of a specific criminal conflict or rival, the crime plot is probably wallpaper.

If the blurb mentions a brewing war, a specific betrayal, or a tangible goal like 'taking over the city,' there's a better chance the author has built a plot that will actively engage with the romance. The couple should have a shared goal or enemy within the criminal world that forces them to work together, blurring those enemy lines organically.

Sometimes I think we're all over-analyzing. It's wish fulfillment. The ultimate bad boy who's powerful and dangerous, yet completely devoted to one person. The crime plot is just the vehicle to prove how powerful and dangerous he is.

The balance is irrelevant as long as the hero does enough ruthlessly cool stuff to establish his alpha credentials, and then does enough tender, protective stuff to show he's been tamed by love. The plot exists to service that character arc. As long as the fantasy is delivered, readers forgive a lot of plot holes in the 'business' side of things.

It's like a dance on a knife's edge. The author has to convince you that this man, capable of horrific acts, has a core that is worthy of love and capable of genuine tenderness. They do this by showing his capacity for love through other channels first—a fierce loyalty to his brothers, a soft spot for his mother, a protective streak for the innocent. Then, when he meets the heroine, that capacity is focused and amplified. The crime is the environment; the love is the evolution of his character within that environment.
