Gotta go with the Ghost Constable, Chi-Han. He’s the source of the plague, the reason for the ghost blades, the overarching doom. Hyeop-Ryong is a major antagonist, a rival, but Chi-Han is the final boss. The whole story is about Munsu fighting against the corrupted system Chi-Han represents. Without him, there's no central conflict.

The Ghost Constable is presented as the central threat for so much of the story, but honestly, after the early arcs he feels more like a massive obstacle or a force of nature than a personal antagonist with a real dynamic with the protagonist, Munsu. The real core conflict is with Hyeop-Ryong, the White-Haired Warrior. Their history, their mirrored paths—one succumbing to grief and corruption after losing loved ones, the other struggling to hold onto his humanity—that's the heart of the antagonism. Chi-Han is the terrifying boss fight, but Hyeop-Ryong is the one Munsu has to stare in the eye and see a possible future version of himself.

That final confrontation on the snowy mountain, where Hyeop-Ryong is just this hollowed-out shell of rage and regret... it hits different. The Ghost Constable wants to rule or destroy everything; Hyeop-Ryong specifically wants to break Munsu, to prove that his path of vengeance is the only logical one. That's a far more compelling villain in my book.
