Honestly, sometimes I find the mystery can undermine the romance if it's not woven right. If the 'will they/won't they' is entirely dependent on solving a crime, the relationship feels like a prize for finishing the puzzle rather than something organic. The suspense works better for me when the relationship itself is the mystery. Like, what is this person hiding, and why? That slow reveal of character backstory or motive creates a parallel investigation into the heart.
A simpler trick is just plain old isolation and pressure. Strand them in a storm, cut off the power, force them to rely on each other while the actual threat circles closer. The suspense comes from the double-layer of 'what's out there' and 'can I trust you in here.' The romance becomes a fragile, shared secret against the world, which is automatically suspenseful because the world is literally trying to get in.
