The key is to ignore the 'related works' that aren't part of the main Joe Grey storyline. Stick to the books with 'Cat' in the title starting with 'Cat on the Edge'. It seems obvious, but sometimes other books by the author get mixed in. The series is so consistent—every main novel is a 'Cat [Verb] [Noun]' format. That makes it easy to track. Just collect those in the order they were published, and you have your master list.
Why not start with the first one you can find at your library or bookstore? I stumbled onto 'Cat in the Dark' first and was hooked immediately. The book did a good job filling in the necessary backstory without info-dumping. After that, I sought out the earlier ones. Sometimes the hunt for the 'perfect' starting point can stop you from just diving in and enjoying a good story.
I've seen a few people try to read them out of order, and it always leads to questions that are spoilers for earlier books. The timeline is tight and sequential.
