AO3's filters are unbeatable for this. Set the main fandom to 'Harry Potter', check the 'Crossover' box, and sort by bookmarks. You'll see what the community has collectively saved and recommended. I found a brilliant 'Harry Potter'/'Good Omens' fusion that way which completely recontextualized the war against Voldemort. The platform's structure just lends itself to discovering highly-rated niche content you didn't even know you wanted.

Honestly, AO3 is where most of the good stuff has migrated. The tagging system alone makes it worth it—you can find crossovers based on specific characters or tropes, not just fandoms. I've read a few 'Harry Potter' crossed with 'The Sandman' stories there that I doubt would have gotten any traction elsewhere. The authors who put effort into formatting and tags usually care more about the craft, in my experience.
That said, I still have a soft spot for some old-school websites and forums that focus on a single crossover pairing. There was this one site dedicated solely to 'Harry Potter' and 'Narnia' stories that had a tight-knit community and some genuinely unique takes. It's harder to find those now, but they exist if you dig past the first page of search results. The discussion around the stories often felt more involved than on the bigger platforms.

If we're talking top-rated werewolf fics in HP, AO3 is probably where most of the serious quality lives now. I still check out FFN for the older classics, but the tagging system on Archive of Our Own just makes finding the good stuff so much easier, and the community seems more active for that niche. You can sort by kudos or bookmarks and get a solid list in seconds. I'd start with the 'Remus Lupin/Sirius Black' tag if you're into Wolfstar, which dominates the genre, but there's also great work under 'Werewolf Harry Potter' or fics exploring Greyback's pack.
That said, 'top-rated' can be a bit misleading sometimes. A fic with 10k kudos might be a fun, tropey romp, while a quieter, more complex character study with 2k kudos could be the real masterpiece. I got burned a few times chasing the big numbers only to find the writing was just okay. My personal benchmark is often the comment section—if the discussions are deep and readers are picking apart themes, that's usually a better sign than raw kudos count. A hidden gem I love is 'The Last Enemy' series, which isn't always at the very top of the sorted lists but has some of the most realistic werewolf lore integration I've seen.
Don't sleep on some dedicated fanfiction forums or LiveJournal-era archives either, though they're harder to navigate. A lot of foundational werewolf worldbuilding in the fandom originated there, and you can find links to them rehosted on personal sites or recommended in author notes on AO3. The platforms have shifted, but the best stories often get carried forward by passionate readers.
