Honestly, I think a lot of readers overthink this. Sometimes you just want the plot to be a decent vehicle to get to the good parts, and that's fine. A solid, tropey romance framework with well-placed steam is a perfectly valid formula. It's like a good action movie needing fight scenes—you expect them, you enjoy them, and the story exists to make them meaningful.
I'm more bothered by awkwardly written scenes or characters who act OOC just to facilitate a scenario. As long as the characters' decisions leading up to and during feel consistent, even a simple 'enemies to lovers' office plot can work brilliantly. The tension build-up is the real plot for me; the pay-off is the scene.
