The balance is totally in the lore. Staking, sunlight, holy water—these are horror tools. But if your vampire sparkles in the sun or just gets a bit weak, you've neutered the horror significantly. The rules the author establishes dictate the stakes (pun intended). If the vampire has to fight a monstrous urge to drain their lover every single day, that's a horror-romance. If the biggest issue is they can't go to the beach together, that's a different vibe altogether.
