Simply put, a VISCOUNT means a title in the British peerage system. Between an earl and a baron, a viscount lies in that space between. It is essentially of noble rank. Such a titled person usually stands in the upper stratum of society and their position is often inherited.

It's not uncommon to see viscounts in historical fiction: they appear everywhere, from 'Downton Abbey' to spy novels. It adds a certain weight and validity to the background.
