It’s a male/male romance, and the pack isn't just a background element—it's a found family that's been shattered by trauma. The loyalty here is painful and fierce, and the main conflict revolves around rebuilding that trust and structure after a betrayal. The mate bond is profound but it's woven into the healing of the whole pack, not separate from it. It gets messy and emotional in the best way.

A lot of books use the mate bond as this instant, all-consuming thing, which is fun, but it's more interesting when that bond directly challenges the existing pack hierarchy. Like, what happens when your fated mate is from a rival clan, or worse, someone your pack has sworn to eliminate? That's where the real tension lies.
For a classic take, you can't go wrong with Patricia Briggs' 'Moon Called'. The Mercy Thompson series isn't just about mates, but the pack dynamics are incredibly well-realized. Mercy isn't a wolf, she's a walker, and her eventual bond with the Alpha, Adam, creates massive conflict with the pack's traditionalists. The loyalty isn't blind; characters constantly weigh their duty to the pack against their personal feelings and morals. The political maneuvering within the pack and with other supernatural groups feels very grounded.
If you want something where the pack conflict is the entire engine of the plot, Anne Bishop's 'The Others' series, starting with 'Written in the Red', is a masterpiece of 'us versus them' storytelling, though the beings are more akin to terra indigene than traditional werewolves. The loyalty to the courtyard and its leader, Simon Wolfgard, is absolute, but that loyalty is constantly tested by external human threats and internal power shifts. The romantic bonds that form are slow, dangerous, and have huge ramifications for the entire community's survival.
For a darker, more obsessive take on the mate bond creating pack conflict, the 'Blood and Ash' series by K.A. Tucker has a great subplot involving werewolves and fae. In 'A Hunger Like No Other', the hero's single-minded drive to claim his mate pulls him away from his pack duties and literally starts a war. The book doesn't shy away from showing how destructive a fated bond can be to established alliances and loyalties. It’s less about cozy pack life and more about the brutal consequences of primal instincts clashing with social obligation.
