But I once read an interesting take where the 'balance' was the core conflict. Harry, influenced by a corrupted horcrux, unconsciously used magic to bind several people's affections to him. The plot was about the characters discovering this manipulation and dealing with the fallout. The romance was deeply unhealthy, and the plot was their struggle for autonomy. It was unsettling but thoughtful, making the imbalance itself the thematic point. Most fics aren't that ambitious, though.

I'm not saying that's good writing, but let's be real—people seeking out Harry Potter harem fics often have a primary appetite for the romance/power fantasy blend. The 'plot' is frequently just a familiar framework from the books to hang new character interactions on.
What separates the tolerable from the cringe for me is internal consistency. If the story establishes a tone of cracky, over-the-top humor from chapter one, I can roll with a plot that's nonsense as long as the romantic hijinks are entertaining. The problem starts when a fic tries to be a grimdark war drama and a lighthearted polyamorous romp simultaneously. Pick a lane.
I've seen some success with 'slice of life' plots post-war, where the 'plot' is just navigating adult careers, family politics, or rebuilding Hogwarts. The romance IS the main plot there, but it feels balanced because the external challenges (ministry bureaucracy, public scrutiny) directly create obstacles for the harem dynamic, forcing character growth beyond fluff.

The relationships developed slowly out of shared trauma and strategic necessity, not just 'Harry was nice so everyone fell for him.' The political fallout of Voldemort's reign was the actual engine of the story; the romantic tensions were a layer of conflict within that. It felt like the author had a story to tell about power and survival first, and the harem element was a complicated, messy part of that world.
When the balance is off, it's usually because the external stakes vanish. If Voldemort stops being a threat the moment Harry gets a girlfriend, why should I care about the 'plot'? The balance works when saving the world still requires sacrifices that strain those romantic bonds.
