This is actually something I've messed around with a lot, mostly when my eyes are tired from work screens. The first thing you need to check is if your PDF is a scanned image or has actual selectable text. A lot of older scanned books are basically pictures of pages, and most text-to-speech (TTS) engines can't read those. You'll need an OCR tool first, which is a whole other hassle. I use Adobe Acrobat Pro at work, and its 'Read Out Loud' feature is decent, but the voice can be pretty robotic.
For a better experience, I actually export the PDF text into a .txt file and use a dedicated TTS app on my phone, like Voice Dream Reader. The voices you can buy for those are leagues better—some sound almost human. It's not a real audiobook with a narrator doing different character voices, obviously, but it gets the job done for non-fiction stuff. I wouldn't use it for a novel I was excited about; the flat delivery would ruin the atmosphere.
The biggest trick is setting a comfortable reading speed. Most apps default to something way too fast. I dial it back to about 150 words per minute and use earphones to cut out background noise. It's a functional workaround, not a magical solution, but it lets me 'read' technical manuals while walking the dog.
