Brightwing empire does not have kingdoms, they go by the structure of cities and city lords, in any other empire, a city of Brightwing empire would be termed a Kingdom and the city lord a king.
However, the present emperor changed all that because he believed that an empire cannot have many kings, only one true king is enough.
