Sirens screamed across the waterfront as the sky over the bay turned a violent, sickening crimson.

Thick, jet-black plumes of smoke billowed into the night, blotting out the stars. From the balcony of the clinic, Pier 4 looked like a roaring maw of open flame.

 The primary diesel storage tanks; thousands of gallons of high-grade marine fuel; had ignited, creating a wall of fire that threatened to swallow the entire lower harbor, the wooden slips, and the fourteen docked vessels of the alliance.

"Sir! Emergency services are blocking the perimeter!" Marcus yelled over the roar of wind, storming out onto the balcony, his phone pressed to his ear. "The harbor master has declared a total dead-zone! They're abandoning the inner docks!"

"Where is she?" I demanded, my hands slamming against the cold iron railing.

"Coastal guard radar tracked a high-speed speed launch leaving the bay bridge pier five minutes ago!" Marcus shouted back. "It's Lila! She's heading directly for the channel mouth behind the smoke screen! She's trying to slip into international waters while the fire department is blinded by the blaze!"

"Dominic."

I turned around. Aria stood in the doorway of the clinic room, wearing her heavy wool coat over her hospital gown. She was pale, but her dark eyes blazed with a terrifying, unyielding fire. She was holding her black dispatch ledger tightly against her chest.

"Aria, get back inside," I barked, stepping toward her. "You are on strict medical rest…"

"Billy’s boat is tied to Berth 3," Aria cut me off, her voice ringing out like a iron bell over the sirens. "The automated foam suppressors on Pier 4 haven't been serviced since Vance took over. If someone doesn't manually open the emergency harbor floodgate in the next ten minutes, the fire will cross the pontoon and detonate the entire fleet."

"You are not going near that fire," I roared, grabbing her by the shoulders.

"I built that fleet, Dominic!" Aria snapped, stepping directly into my space, her knuckles white around her ledger. "Those fourteen captains put everything they owned into my hands today! I am not letting Lila burn their lives to the ground just to spite us!"

I looked into her blazing eyes and knew, with absolute certainty, that nothing on earth could stop her.

"Then we do it together," I said, my voice dropping into a hard, unbreakable vow.

Three minutes later, my Maybach tore through the emergency police barricades at fifty miles an hour, its tires screaming as we skidded onto the burning asphalt of Pier 4.

The heat hit us like a physical blow through the glass. The air was thick with soot, burning oil, and the deafening roar of roaring flames. Flashes of orange fire danced across the wet concrete floor of the docks.

"The floodgate valve is under the old dispatch control tower!" Aria shouted over the roar, pointing through the thick black smoke toward the rusted iron structure at the end of the pier.

"Stay in the car!" I yelled, throwing my door open as the intense radiant heat singed the hair on my arms.

"Not a chance!" Aria threw her door open, stepping onto the burning dock beside me. She grabbed a heavy wet canvas tarp from the back of a harbor maintenance cart, throwing half of it over my head and shoulders and wrapping the rest around herself.

Side by side, we charged through the blinding cloud of black smoke, the asphalt hot beneath our boots.

Embers rained down around us like falling stars. To our left, the wooden support beams of Berth 2 groaned, collapsing into the ocean in a shower of sparks and steam. To our right, the fourteen captains were desperately working high-pressure water hoses from the deck of The Sea Sentinel, fighting a losing battle against the advancing wall of diesel fire.

"Dominic! Above you!" Aria screamed.

A burning iron rafter snapped above us, plummeting toward the concrete.

I lunged forward, wrapping my arms around Aria's waist, throwing our bodies across the slippery, soot-covered floor. The heavy iron beam crashed onto the concrete six inches from my boots, exploding into a fountain of white-hot embers.

I scrambled up, pulling Aria to her feet. "You okay?"

"Keep moving!" she gasped, pointing to the rusted iron hatch at the base of the control tower.

We reached the hatch. The wheel valve was covered in thick rust and choked with soot, locked tight by years of Vance's neglect.

I grabbed the iron wheel with my bare hands, pulling with every ounce of muscle in my body. The metal burned my palms, but I ignored the pain, my teeth gritting so hard my jaw felt ready to snap.

"It's jammed!" I roared, the metal refusing to budge an inch.

Aria didn't hesitate. She grabbed a iron pry-bar off the maintenance wall, slamming the flat edge into the spoke of the wheel. "Together!"

We both threw our weight onto the bar.

With a deafening CRACK, the rusted lock snapped. The iron wheel spun wildly, and deep beneath our feet, the massive hydraulic gears of the harbor floodgate roared to life.

A wall of green ocean water cascaded over the pontoon barrier, flooding the dock floor with a deafening hiss of white steam. The roaring diesel fire hit the tidal wave, sputtering, choking, and dying out in a massive cloud of gray vapor.

The captains on the ships let out a roaring cheer that cut through the night.

"We did it," Aria breathed, leaning against my chest, her body trembling with sheer exhaustion as the thick smoke began to clear under the ocean breeze.

"Not yet," I said, my eyes locking onto the dark channel beyond the pier.

Through the thinning smoke, a sleek white speed launch was roaring out of the harbor slip, its high-powered twin engines tearing through the foam toward the open ocean.

On the stern of the boat stood Lila. She held a red flare in one hand, her face twisted into a mask of pure, unhinged insanity as she watched the smoke rise.

Beside her, a tall man in a dark tactical jacket revved the speed launch's throttles, aiming the vessel directly for the deep-water international line.

"She's getting away!" Captain Santos yelled from the deck of The Sea Sentinel.

"She isn't getting anywhere," I growled.

I grabbed the heavy marine radio handset mounted to the exterior tower wall, flipping the dial straight to the priority harbor channel.

"This is Dominic Voss to all units!" I roared into the transmitter, my voice booming across the radio waves. "Execute Harbor Order Alpha! Block the channel mouth!"

Instantly, from the shadows of the outer harbor bay, the high-mounted halogen searchlights of three massive, heavy-duty commercial tugboats snapped on simultaneously, blinding the speed launch in a wall of brilliant white light.

The fourteen alliance fishing vessels, led by The Sea Sentinel, surged forward in a tight, impenetrable iron wedge, completely closing off the narrow harbor exit.

Lila’s speed launch slammed its engines into reverse, the hull wildly skidding across the water as the iron bow of Santos’s heavy vessel cut off its escape route completely.

A sleek black Coast Guard cutter roared up from the port flank, its heavy sirens wailing, broadsiding the speed launch and trapping it against the concrete pier wall.

Lila dropped the flare into the water, stepping back toward the railing, looking wildly around the ring of steel, light, and iron surrounding her.

Her eyes met mine across the twenty feet of open water dividing us.

I stood at the edge of the dock, my arm wrapped tightly around Aria's shoulders, holding her safe against my side as the rain washed the soot from our faces.

"It's over, Lila," I called out across the water, my voice ringing strong, clear, and absolute above the wail of the sirens. "There is nowhere left to run."
