You can't fight the Mafia

Captain Marco walks towards the Detective’s office with files in hand, a confused expression on his face. He looks puzzled with the files in his hand, like there was something in it that he didn’t understand. The new Captain arrived at the Detective’s table and dropped the files there.

“Sir, is there a problem? You look disturbed.” The white beard Detective queried.

“I was disturbed from the day I learnt of what my beloved city had turned into, but today I am confused with these crime files.” Captain Marco uttered and folded his arms.

“What do you mean, Sir?” the detective queried. He probably had no idea what the Captain was talking about.

“Why don’t you take a look at those files by yourself? Those crimes were committed by suspects who are clearly known and stated there. So if you know or have a suspect for the crime, why have you not brought them in for trial? There is no record of arrest for ninety-six percent of the crimes, why is that?” he queried.
