Logan continues to refuse to let the few remaining rogues into the pack grounds. Without Belgaire on site he isn’t willing to change the orders, which I understand, but these are children and elders. They wouldn’t be able to put up much of a fight.

Even the mothers that huddle around their little ones, yes, they have wolves, yes they could fight but they are no threat. They are exhausted, running on empty.
