He held a thick stack of heavy parchment ledgers pressed tightly against his chest, followed closely by two silver-armored crown guards whose heavy steel boots struck the stone floor with an intimidating, rhythmic cadence. "Silence!" Magistrate Vane’s voice cut cleanly through the murmurs like a steel blade—sharp, clipped, and entirely devoid of human warmth.

The low chatter in the hall died instantly, choked off by fear and uncertainty. Dozens of wary, hostile eyes turned collectively toward the imperial official standing on the raised dais.

Stepping up onto the wooden platform where Julian usually addressed his warriors, Magistrate Vane unrolled a fresh parchment scroll with a dramatic snap and cleared his throat loudly. "By direct royal decree of Her Majesty Queen Audrey, effective immediately, all southern trade distributions and remaining winter food rations are hereby placed under strict imperial restriction. Consumption quotas will be drastically adjusted downward to account for the severe deficit in your regional treasury."

A collective gasp of shock, disbelief, and mounting outrage rippled through the gathered pack members. An aggressive, guttural growl rumbled deep from within the chests of several young, hot-headed warriors standing near the back of the room, their amber wolf eyes flashing dangerously at the direct threat to their survival.

"Adjusted downward?" shouted a burly, battle-scarred warrior named Garreth, stepping aggressively forward from the crowd with his massive fists clenched tightly at his sides, his chest heaving with suppressed fury. The two silver-armored guards immediately stepped forward in unison, their gloved hands resting smoothly and threateningly on the hilts of their broadswords, ready to strike down any sign of violent insurrection.

Magistrate Vane did not even flinch or blink at the display of hostility. He simply lowered his chin, looking down coldly over the rim of his spectacles with supreme disdain. "Insubordination and violent, empty rhetoric will not fill your empty storehouses, warrior. Your former leadership brought this territory straight to the absolute brink of total collapse through sheer incompetence and bloated expenditures. The crown is doing you the immense favor of managing what little you have left so you do not all perish in your own blinding arrogance."

Garreth snarled savagely, taking another heavy step forward across the stone floor, his muscles bunching as he prepared to leap straight onto the dais.

"Stand down, Garreth," Julian’s voice suddenly rang out, quiet and controlled, yet carrying the heavy, authoritative weight of years of pack conditioning.

Julian slowly stood up from his dark corner, walking out deliberately into the open space of the hall. Every single eye in the room shifted instantly toward him. He looked utterly exhausted, his face carved from hard stone and deep fatigue, but his commanding presence still extracted a reluctant, instinctive obedience from his desperate people. He looked past the angry warriors and locked his dark eyes dead onto Magistrate Vane.

"Let him speak, Magistrate," Julian said evenly, his voice dangerously low. "The terms are signed and sealed. You have your audit and your control. But do not mistake our heavy desperation for weakness."

Magistrate Vane held Julian’s intense, burning gaze for a long, calculating heartbeat before offering a thin, condescending smile that never reached his cold eyes. "Wise counsel, former Alpha. I strongly suggest your people listen to it. The imperial supply wagons will arrive at the end of the week, but distribution will be strictly earned through absolute compliance, not empty threats."

With that final remark, the magistrate turned sharply on his heel and swept back toward his office, the heavy door slamming shut behind him with a finality that echoed like a prison gate locking into place.

Julian stood frozen in the center of the hall, surrounded by the bitter, resentful stares of his pack. He had saved them from immediate slaughter at the summit, but looking around at the hostile faces, he realized the slow, agonizing execution of their spirit had only just begun.
