Personally I preferred that the Residential district to be finished first, as that is not only the are where the people will be living at, but that is also the area where the schools, hospitals, libraries and all the living standards amenities will be placed at, and thus this will create a new sense of environment for the locals, and thus boost their support on Aeternum governance as they will see the stark changes happened before them and for them.
