The pack council review for Brennan Cole was held on a Wednesday.Jasmina had scheduled it for three weeks after the council session—long enough that the recognition was settled, the paperwork underway, the appeal filed and in process. She didn't want the review happening in the middle of everything else. It deserved its own space. The council met in the main hall. Not the yard—inside, proper, at the long table with the seven senior council members and Jasmina at the head.Brennan came in and sat in the chair at the open end of the table. He looked like someone who had been living with it for three weeks. Not broken—he hadn't broken. But the three weeks showed.---The council structure was straightforward. Each council member had reviewed the documentation Stefan had prepared—the communication log, the timeline, the specific information passed. They'd also received Jasmina's written account of their private meeting, which she'd included in full because partial accounts created rumors

Stefan's contact reached Cass on a Tuesday. The response came back Wednesday afternoon: she'd talk, but not at Strong Black Clan territory, not at any council-affiliated location, and not with Stefan present. She'd named a neutral meeting point—a roadside structure in the middle territories that served as a waystation for independent wolves passing through. Public enough to be safe. Remote enough to be private.Jasmina sent Jetstar. She'd debated going herself. Jetstar had talked her out of it in three sentences: *You're Alpha Supreme. Your presence at an unsecured location with an unknown informant changes the risk profile entirely. Send me.*He was right. She sent him.He came back with seven pages of notes and the specific expression he wore when information had surprised him.Cass had been a senior warrior in Ashfield under Alpha Doyle for six years before leaving under what Jetstar described as *disputed circumstances that a

Doyle of Ashfield reached out on a Thursday. Not directly—through his Beta, a woman named Ola who called the Strong Black Clan administrative line and asked to speak to whoever handled alliance communications. Jetstar took the call, listened to what Ola said, and came to Jasmina's office with the specific expression of someone who had been waiting for exactly this."He wants to talk," Jetstar said."Terms?""Neutral location, small parties, no formal council documentation of the initial meeting."She looked at the map on her desk. Ashfield territory was in the northwest—two and a half hours from Strong Black. The meeting point Doyle was proposing through Ola was approximately halfway between them."Who does he want in the room?""You and one other. He'll bring himself and Ola."Four people total. Small enough to be genuinely exploratory. Large enough to be formal."Tell Ola yes," she said. "Monday. I'll bring Elara."Jetstar raised an eyebrow slightly. "Not Stefan?""Stefan reads as m

Stefan came to the office on a Tuesday with three reports instead of one.He put them on the desk in order—oldest first, most recent last—and sat down without being invited, which meant the content warranted it.Jasmina read them in sequence. The first was two weeks old: Gareth had made contact with an independent pack in the deep western territories called Harrow. Small pack, forty warriors, historically isolationist. They'd never affiliated with anyone. Gareth's contact was through an intermediary and the initial communication was about *mutual defense arrangements.*The second was ten days old: Harrow's Alpha—a woman named Fenwick—had met with Gareth's people in person. The meeting lasted four hours. No documented outcome but Jasmina's scout had counted the vehicles and identified two of Gareth's senior warriors in the party. The third was three days old: Harrow Pack had begun running joint training exercises with Ironwood warriors on the western ridge. She set the reports down."J

Kira turned three months old on a Sunday. Not a ceremony—they didn't mark it formally. But Jasmina noticed it, and Damoew noticed it, and Lyanna arrived in the morning with food that she claimed was for no particular reason, which meant she'd noticed it too.Sable noticed it differently. She came to the nursery at her usual time and sat down and looked at Kira for a long moment. Then she said: "She's changed."Three months was a significant threshold.Sable explained it over the morning session—the way magical development tracked alongside physical and cognitive development, the way the two systems informed each other. At three months Kira's muscle control had improved substantially. She was rolling, tracking complex movement, developing the grasp reflex that preceded intentional object manipulation. Her vocalizations had expanded—she had five or six distinct sounds now, and Jasmina had learned to distinguish them. The magic had changed with her.It wasn't just responsiveness anymore.
