For something like Harley/Nightwing, the 'fish out of water' trope works—she's trying to be better for him, he's bending his rules for her, and the tension is whether their worlds can actually coexist or if the attraction is just a rebellious phase for both. It's a ticking clock feeling.

The Gotham Sirens dynamic adds another layer; when Catwoman's involved, it's this messy push-and-pull of loyalties that keeps you guessing who's going to end up with who, or if they'll just form a chaotic polycule. That's way more interesting than a simple will-they-won't-they.
Honestly, I get bored of fics where the romantic tension is just surface-level banter. The best ones dig into Harley's psychology—her need for approval versus her rage at being controlled. A partner who challenges her intellect, who gets her to use her psychiatric knowledge again, that's hot. The tension isn't about if they'll kiss; it's about whether she'll let herself be truly seen, flaws and all, without falling back into a performance.
Redemption and relapse tropes. Harley working with the Batfamily creates this delicious friction—especially with someone like Jason Todd, who also dances on the line. The tension isn't just romantic; it's about whether they'll pull each other up or drag each other back down. Every moment of tenderness is shadowed by the past. That's the good stuff.
